10k with this economy is difficult. Again for active cases such as those who have gone missing in the recent past, the family may need to time and again check. As in they are repeat customers.

Hard sell. But if your investment is low, you can take the risk. Don’t risk money you can’t afford to lose in that venture.
Initial investment is actually low. But been struggling with marketing it.
Marketing is the actual investment. So the investment cost is high. Without marketing, you don’t have a business. The big cost will be running ads.

When you start by charging people, you kill the service instantly. First, nobody knows about your service, meaning no-one will risk their money. The easiest way to make it float is to make it free and then look for other ways to monetize the information you have. By making it free, it is the cheapest way to advertise or market your service. You could for instance get adverts of related services or direct people to related service providers. Again, depending on the user-base, you could easily figure out ways to monetize the whole thing. Just don’t try to charge people. I bet most of your users will be people who are not necessarily looking for lost loved ones.
Finally, do not expect returns right away. It takes time to discover where the cash vein is located. It you absolutely have to charge, make sure you have a user base first.
What other ways do you suggest on earning. Those with missing loved ones are already spending say moving between mortuaries, hospitals, police stations----

For marketing you will need to make it open access. If it were open, this posting alone would have given you several hundred hits and a word-of-mouth marketing channel.
