True. But nobody knows about your service. You will need to put it several millions for those families to know that you exist and trust that you have something to offer. Alternatively, first make it open and have users spread the word for free.

The biggest headache is to make the service known. Once that is achieved, you will figure out some way to make some money.
We have reduce the fee to 250 from the suggestions recieved. The system cant take a 00. Do you know of someone with knowledge on ad creation or pushing such as thing at a favorable rate.
Free access is non-negotiable. You need it to get the site off the ground. Only then can you think of ways of introducing charged services.
This is what I would do. First, I would frame it as a community service. That way, mortuaries and other agencies would be willing to share information with you. Next, I would have reliable contacts in all mortuaries. This means your site has comprehensive data from all over the country. With such information, you can create a service where you make inquiries on behalf of families at a small fee. Using the same contacts, you can solicit mugshots of unidentified bodies and hire an artist to draw portraits of what they might have looked like in life (I know a good artist who will do it for a hard drink). That would be a unique selling point for your website.
Next, think about organizations (NGOs) that might want to advertise on your website. Approach them. You might also include related information such as lost kids in children’s home. All this work will be adding value to your website. And once it becomes valuable, money starts beckoning. You might even get sponsorships from NGOs and the like.

This is a good idea, you will help solve some people’s deep problems and they will see great value in what you’re doing. However, the lead image you’ve put on the website illustrates pain and grief - which isn’t what you’re selling. Maybe you could use one that shows the relief that comes from the solutions that you’re offering.
