I have a new laptop but there’s a problem, it won’t charge over 30%, you get the ‘plugged but not charging’ message. What could be the problem?

Try this: Review and uninstall some not so genuine programs you did (not) install. Mostly freewares.

That is certainly the problem but I’m not sure which program(s) are the cause. I read somewhere that the remedy for this is to uninstall ‘microsoft acpi-compliant control battery method’ but each time I remove it, it comes back

Its nothing to do with os, otherwise it should charge to 100% if not powered up.
Update bios. Had a similar problem with an ex-UK hp. Updating bios sorted the issue.

…Are you sure it’s new? Anyway firstly try charging with a different adapter and check how it responds. Most HP adaptors around are not 100%. Actually if I were to replace a faulty adapter, I would rather purchase those old ex-uk adapters, as opposed to a ‘new’ one.
