I’m told it’s because all criminals have their finger prints taken so if you’ve committed a crime in the recent past, you’ll fail the good conduct test.
Pale registry the records are in hard copy. It will take forever to match with the finger print collected from the body.
I guess Huduma card was supposed to collect the digital biometrics.
That database of biometrics should be available in all police stations across the country. You are arrested in Wajir, Mt Elgon, Busia or Nairobi and you identity is known by just placing collecting your prints. I do not know what is hard with that.
NHIF uses biometrics to identify patients in hospitals. They can share that database with the police.
They can’t even use phone records to see who the guy communicated with in the last few hours then follow up to see who is missing? Also they could use the IEBC voter database that has all voter fingerprints or ile database ya huduma number that has all fingerprints. Hii watu ni bure kabisa.
