They say its killing of people without following the due judicial process, but let me ask can we consider the killing of Osama Bin Laden Al Qaeda Leader, Saif al Islam ISIS leader and bombing of alshabaab terrorists such as through drones by USA and other governments extrajudicial because these people were not subjected to the due process of law; court processes or do we consider the same as necessary for the purposes of national security.

The military is allowed to kill the enemies without arresting because they are usually sent to confront armed and organised militias. Al-Shabaab and other terrorists’ organizations fall under this category.
However, the “DCI” is not mandated to kill suspects as is the case with the military or special ops department such as Recce Squad. The DCI is supposed to investigate and prosecute.
The DCI is just using short-cuts to avoid investigating and prosecuting common criminals such as wash wash guys, money launders, and drug traffickers. That is where extra-judicial killings become a problem because even innocent civilians are caught up in the “cleaning” operations.
