Company directors questioned on Tuesday by the Directorate of Criminal Investigations (DCI) revealed they were asked to deliver material unrelated to the dam construction to a yard in Eldoret and Nairobi.

This is according to a statement by the DCI reported by Daily Nation on how Ksh63 billion paid to an Italian firm by the National Treasury for the construction of Arror and Kamwerer dams was shared.

DCI boss, George Kinoti stated the companies’ representatives were unable to explain how the material helped in the construction of the dam.

“One of the companies told us they delivered towels worth Ksh200 million, while another delivered tiles and towels,” stated the DCI boss.

This week, Director of Public Prosecutions Noordin Haji ordered the arrest of some top government and agencies leaders who were closely connected to the probe including National Treasury CS Henry Rotich.

The National Treasury released Ksh643 million to compensate and resettle people in the areas affected by the dam construction. There is no evidence that the land was acquired by the government.

The Kerio Valley Development Authority (KVDA) circumvented the tendering process to ensure CMC di Ravenna Company was awarded the contract. CMC di Ravenna was awarded a contract while clearly, it was facing a voluntary liquidation in Italy. It is alleged that KVDA didn’t allow competition from suppliers for all the tenders.

It was stated that all the contracts would cost Ksh46 billion. However, the National Treasury negotiated an increase in the loan to 63 billion shillings. It means that there was an additional Ksh17 billion.

Ksh11 billion is said to have been paid upfront for insurance, yet the government guarantee would have had no cost. Another Ksh4.6 billion was borrowed by the authorities in addition to the other loan to settle the interest in advance. The borrowed money went direct to personal bank accounts.
