this is the same reasoning eugenics movement had at their inception and the early years of the last century.
by, the 1930’s, a good chunk of the same eugenics had significantly changed their mind on those who were deemed mentally inferior, who happened to be the poor populations.
the paradigm shift, was that, if the poor had the same exposure in terms of resources, and mainly education, they would perform and reason like the rich.
the people of Turkana are NOT inferior, just that they lack exposure. at one point in this life, Asians were considered as being inferior to jungus.
towards the end or shortly after the end of WWII , a certain US general , compared the mind of a fully grown Japanese man, to that of a 12yrs old American boy, but today, things are different.

They just have better leadership. Meanwhile in Kenya, we have leaders actively working against the interests of the country, while dreaming up ways of forcing their way into things where they expect a benefit without any input.
