That was pre 1976 when all of them were barely towns!!
Municipal Governments were a disaster.

Without those early foundations, those towns would have stayed towns.

The subsequent mismanagement of those municipalities is what created the recipe of chaos we have today.

I would prefer the five major cities be under the control of the Central Government,with their own budgets and a metropolitan ministry.Rather than municipal Governments.
