The functions of municipal governments are responsible for bringing direct change to the people more effectively than National, County governments can deliver. In a municipal government citizens, direct needs are addressed first since your local councilors and mayor live right next to and are your neighbors.
An MCA cannot bring any change to his ward because citizens will not hold him accountable the guy will build a toilet and pocket the most of the money. And go build himself a house and buy himself a car. A governor will be the same because he’ll just as easy to steal money on fake projects which are littered all over the country and even be as bold as Kidero and steal billions.
With municipal governments, people can be voted in on two-year terms and their role will be to bring development to the people meaning roads, sidewalks, running water, piped water to people homes, trash collection etc. They’ll also be responsible for beautifying the city and build parks and build/maintain public facilities. If we have a referendum to have local governments we can effectively begin to remove some of the power and functions from the National government directly to the people.
For example in Nairobi
The city would be divided by 4 and in each these districts, they’ll be elected councilors(5 seats) and a mayor. The councilors will rotate on a 2-year basis and the Mayor will rotate after 3 years and they will directly report to the governor on the development of the district? The mayor and the councilors will create a development plan which will have to be followed by each new generation of an elected official.
We are headed in the right direction, what we need are more suggestions. I never thought that, we would review this constitution in my lifetime .

Councillors were the most stupid politicians in the country, fighting and embarrassing each other over petty things. The MCA inherited their culture. what we need is to reduce the number of MCA in a country, do away with women reps, reduce MPs, and the number of counties. We can then have a few well paid senators who will provide oversight to the counties. Devolution is going good but we must reduce the wastage, seal all the gaps. That’s what we need in a referendum.

City council housing was poa, public schools were awesome they had proper yellow school buses, there was a safety officer at every crosswalk for kids coming out of school, hospitals had medicine 24/7, nurses and doctors thrived, trash collection was efficient, the town was clean, there was hawking but things were civilized, systems and things worked.
After Moi took over shit went down the drain hardworking guys were sacked, money was cut from municipalities to go fund corrupt business etc., streets became filthy, systems my parents enjoyed were now garbage. There was a period of time when Wawreu and Gakuo took over to return the semblance but that time the mind was corrupt and people accepted to live in a pigsty.
You know Eastlands used to be very green those days but corruption set in and people chopped down the trees and grabbed soccer fields and green spaces etc… Today going from Eastlands to Westlands is like going to two different countries shait we have literally destroyed this city into pockets of hell.
Reducing representation will not fix Kenya! If we want better functioning MCA’s ensure that before they take office they must have taken courses in Civic Education and Government functions. Voting in butchers and food sellers and corrupt businessmen will not yield benefit to the people. Second, the government needs to change its own policy of going after the lowest bidders for projects. By doing this will reduce corruption at tender offices and instead bids should be chosen on fairly priced projects which make sense. We can curb wastage in very many ways that don’t include money is cut from sports, hospitals etc.

I remember Zipporah Wandera the mother of corruption in City Hall. That woman is probably a billionaire level ya akina Ruto if she invested her money vizuri. I wonder where she went. I haven’t heard of her in years.
