All National Debts , External / Internal borrowings , Sovereign Fund Investments or Expenditures must be budgeted , approved by Parliament and subject to continuous oversight by Parliamentary Committees and the Public.
(…No “pedestrian” involvement or initiatives by the Executive…).
Most important … No external loans for RECURRENT Expenditure (… this will only be funded by Budgeted KRA Tax Income … ) That way , we avoid Ghost Projects , White Elephants and Red Herring …
