The senegalese could have adopted their local language Wolof as their official language. However they need to interact with the rest of the world and speaking wolof while making international agreements and deals in London or washington or paris haiwezi saidia hawa. Also running their education curriculum in wolof would isolate the country from the rest of the world.
In the 1960s Nyerere tried to adopt kiswahili as the official language and even kids were being taught everything in school and universities including physics in kiswahili but he soon realised that they were isolating themselves and soon switched to english as the official language. Hata physics wakaanza kufunza in english.
If senegal wanted to abandon french they should have adopted english just like rwanda did changing from french to english. English is a more international language than arabic. FYI Rwanda didnt dump french for kinyarwanda.

I think they switched to arabic language because of its proximity with the Arab countries. Probably a large number of people know the Arabic language huko or have arabic literature and books. Switching to English ingkuwa ngumu kwao
