A system of government works because the people respect the laws that governs and guides them. It fails when the reverse applies. how will it check? the first two are individual social/character flaws that no amount of legislation can tame if it is not enforced. Why are Kenyans obsessed with having such a big government then we complain about taxation/bureaucracy. This proposal should not even see the light of day
