NMS Gets Ksh 600M Machines to Transform Nairobi Look

The Nairobi Metropolitan Services (NMS) received operational vehicles and sewer flushing units worth Ksh600 million from the national government, which would be used in the transformation of the city. On Saturday, May 29, Water CS Sicily Kariuki and NMS Director-General Mohamed Badi flagged off five operational vehicles and three sewer flushing vehicles.

The automobiles are part of the 22 operational vehicles which are set to be used under the Nairobi Rivers Basin Rehabilitation and Restoration program; Sewerage Improvement project phase II (NaRSIP II) and Kenya Towns Sustainable Water Supply and Sanitation Program al under President Uhuru Kenyatta’s Big 4 Agenda.
Under the Nairobi Rivers Basin Rehabilitation and Restoration Program, sewerage improvement project, NMS aims at enhancing sustainable management of the Nairobi Rivers that support natural ecosystems regeneration, socio-economic activities and improved livelihoods.

These rivers include; Nairobi River, Ngong river, Mathare river, Kiu river, Riara river, and Gatharaini river.
The sewer flushing units will reduce pollution levels of the Nairobi Rivers by collecting and treating 80,000 cubic meters of wastewater per day as well as enhancing the sustainability of sewerage operations through increased revenue collection. Nairobi County under its former leadership, Governor Mike Sonko, embarked on manual cleaning of Nairobi rivers. The team retrieved over 14 dead bodies from the sewer-filled rivers.

NMS will also increase sewerage coverage in Nairobi City from the current 48 percent to 55 percent. by 2023 to serve over 400,000 residents.
The agency will also rehabilitate and expand inlet works for Dandora Estate Sewerage Treatment Plant, construct 400 kilometers of secondary reticulation sewers, and two fecal sludge disposal facilities. It will also build 30 ablution blocks within Nairobi informal settlements.
These projects are being funded by the African Development Bank Group (AFDB) for a period of four years between 2019-2023.
“Throughout our first years we have made a tremendous change in terms of supply of safe water to Nairobi residents and we would not have achieved this if it was not through the indulgence of the Ministry of Water,” Badi stated.
“This project is important because as we focus in Nairobi, it compliments other projects we are implementing as a ministry, across the country,” CS Kariuki added.

Ruai Evictions : Is This Why Government Had To Do It Before September?

Renowned political commentator Allan Kibet has come out to claim that President Uhuru Kenyatta forcefully evicted the residents of Ruai and Kariobangi from the public land so as to commence the construction of Nairobi Metropolitan Services Improvement Project whose main aim is to expand the sanitation services in Nairobi. In a long Facebook Post, Kibet claimed that the sanitation facility which will be financed by the Ksh 33 billion loan from World Bank will stand to benefit the Kenyatta family housing project, Northlands City. World Bank has refused to give a loan of Ksh. 400 Billion for Affordable Housing in Nairobi unless this project is done. Murathe has already lined up the company to do the project and is dying to take home the kickbacks, thats why he is heaping pressure on Water PS Irungu to push it, that is why Sicily Kariuki was transferred to Water. For your information, the Kenyatta Family took over Nairobi County Housing docket purposely to divert the World Banks 400B Loan meant for affordable housing to the building of the Northlands City Project (projected to cost Ksh. 500B inclusive of planning costs and taxes). As a matter of fact, KRA is set to waive the taxes for Project in the name of Big 4 Agenda. When Kabogo refused to approve the waiver of the building plans and development fees for the Northlands City, the Kenyattas put the project on hold and removed him in favor of Waititu. Q: All past City Hall administrators have blamed cartels for challenges facing Nairobi. Who are these cartels and how have you dealt with them? Komen Moris, Eldoret
A: A cartel is an illegal group of independent market participants who collude with each other to dominate and control the market for their self-interest with aim of evading revenue payment/breaking binding market laws and regulations.
In this case, it is true to say cartels are a great hindrance to service delivery in Nairobi. It is difficult to physically identify a cartel, the reason why we have strived to use technology to verify all that we are dealing with. We have overcome the cartel through the implementation of operating policies, legislations, and regulations in the city.

Q: The Bus Rapid Transit (BRT) is such a brilliant idea. However, people have invested in buses and matatus yet the government also talks of acquiring its own buses. How do you want private investors to survive when government becomes their competitor? Dr Irungu Maina, Nairobi
A: BRT is being implemented by the Nairobi Metropolitan Area Transport Authority (NaMATA). The agency has been engaging matatu operators and they have developed a transition strategy that will ensure they are not adversely affected when BRT is implemented. Second, current operators will be involved in the management of the BRT system. It is important to note that BRT will only operate on five corridors while current PSV operators continue on many routes not covered. There is space for everybody.

Q: How has your military background helped enhance service delivery? Komen Moris, Eldoret
A: The structure in the Kenya Defence Forces is team-work oriented. This is what we have taught all officers of NMS, leading to the realization of the services we offer and projects we have implemented in the shortest time we have been in office. The disciplined forces are apolitical and this remains in our operations at NMS as we continue to serve the people of Nairobi.

Q: When will Nairobi have well-demarcated bus stops that would improve road discipline for all?Sam Watene
A: NMS is in the process of developing better public transport facilities. Green Park Terminal is the first and many others will follow. These facilities are meant to create orderly use of the public transport system. NMS enforcement teams continue to address improper behavior on the roads in collaboration with other security agencies, including the police.

Q: There was a fire in Umoja recently, which razed people’s houses and other properties. It started from workshops built on public land allegedly grabbed by a former surveyor in the county government. Will NMS ever recover this land? Kiragu Kogie, Umoja Estate
A: The land was allocated by the defunct NCC. Currently, NMS is titling all public utility plots to protect them from land grabbing while ensuring a conducive environment for their utilization thus unlocking the county’s full economic potential.

Q: What is NMS doing to ensure vehicles and motorbikes don’t ride on pedestrians’ walkways?Martin Muthuri, Nairobi

A: The enforcement department ensures regulations set on usage of non-motorized transport (NMT) areas are adhered to. This is through the establishment of the active Rapid Response Unit (RRU).
This team was specifically created to deal with such issues. In addition, the Security and Compliance Department is at the final stages of recruiting more enforcement officers to boost the workforce along all streets in the city.

Q: Has NMS lost its steam. Some parts of Kenyatta Avenue are an eyesore – littered with garbage. Also, the streets are increasingly being overrun by hoodlums. Why? Nyagaka Amenya
A: NMS, through the Directorate of Environment, Water and Sanitation, has hired workers to clean the CBD. We have also been engaging NYS servicemen to ensure high levels of cleanliness within CBD and its environs. To supplement these ongoing efforts, an operation to improve the cleanliness and general aesthetics in CBD began on May 22, which involves sweeping, cleaning and ensuring all waste is collected for disposal. We have also been ensuring daily allocation of trucks within the CBD to cart away the waste. So far, several offenders of illegal dumping have been arrested. NMS is committed to ensuring that the city is clean and solid waste is collected on time to avert serious environmental pollution.

Q: MCAs have alleged mismanagement of funds allocated to NMS. How true are these allegations?Davis Basweti Ombane, Juja
A: The MCAs understand the processes, from the time a budget is done to the time it is executed (expenditure incurred), and subsequently reporting (financial statements) and auditing (which is statutory) are executed. There is always fear among Kenyans that funds may be wasted or embezzled because of what they have experienced before and as we have proven, NMS is a new dawn. Further and in accordance with the provision of the Deed of Transfer and the accompanying addendum Article 7, the NCC Assembly and all its committees retain their constitutional and statutory oversight mandate over the performance of transferred functions. In the oversight mandate. The NCC Assembly or any of its committees has powers to summon any Executive member or chief officer of the NCCG responsible for any of the transferred functions to give any information required.

Q: At the Machakos Country Bus Terminus (next to Muthurwa), there are unruly individuals and gangs who rob and harass passengers. Can NMS eliminate them?Jonathan Karanja, North Kinangop
A: NMS works with National Police Service, and National Youth Service, among other security organs, to man the said areas to deal with the culprits. Several of them have been arrested and charged in court. At the same time, NMS has created a toll-free service line to enable residents to report and seek help on any incidences.

Q: As residents of Imara Daima, we have many challenges: pedestrian walkways have been grabbed, streetlights removed from the railway station and sewer systems are not working. Please help?Peter Kimwere, Imara Daima
A: Vandalism remains a great impediment to the achievement of a world-class Nairobi. However, we have restored a high mast in the area using poles that cannot be used for scrap metal. Meanwhile, we have sub-county technical teams from lands, city planning, engineering, environment, and enforcement officers where residents should report their grievances.

Q: How can resident associations work with NMS?Alfred Owili, Nairobi
A: We have an MoU with the Kenya Alliance of Resident Associations, which provides a framework for cooperation, and an avenue for engagement, as well as facilitate the implementation of the Nairobi City County Community and Neighbourhood Associations Engagement Act, 2016 limited to activities falling within the scope of the four transferred functions.

Q: What measures have you put in place to professionalize your enforcement officers who brutalize small traders on Nairobi streets?Dan Murugu, Nakuru

A: Enforcement work should be done as stipulated in the Nairobi City Inspectorate Act. 2017. The enforcement unit has developed a standard training curriculum that is customized towards professionalism. At the same time, the unit is developing stipulations for disciplinary action to be taken against officers who disobey the law.

Q: Will the stretch from Fig Tree junction in Ngara to Gymkhana Goan ever be re-carpeted? Concerned resident along Ngara Road
A: NMS has embarked on massive re-carpeting of roads in CBD and the entire Nairobi. This will soon extend to neighboring locations including the stretch from Fig Tree to Gymkhana.

President Uhuru Kenyatta on Monday slammed those criticizing him for using the military to revive collapsed parastatals and stalled development projects across the country.

The head of State noted that his government is spending much less on projects overseen by the Kenya Defense Forces (KDF), compared to when they are managed by civilians or private contractors.
He cited the Kenya Meat Commission (KMC), rehabilitation of the railway lines, which had been abandoned for years, and revitalization of the Kisumu port. noting the projects have borne fruits.
Mr Kenyatta further said the military has the capacity to be the country’s protector and double up as the implementer of crucial development programs.
“Those complaining about KDF being awarded projects, to the extent of seeking court interventions, should understand that KDF is Kenyans who deserve equal opportunity. Needless to say, the same hand that carries a gun is the same hand that can handle a hoe,” he said.

The President’s sentiments came on the backdrop of a court ruling reversing his decision to transfer the KMC from the Agriculture ministry to the Defence ministry.
Justice Anthony Mrima said the move violated Article 10 of the Constitution, due to lack of public participation, but noted that the error can be rectified.
Speaking in Kisumu where he launched Kenya Shipyards Limited, Mr Kenyatta stated that his move to hand KMC over to the military came after the body was mismanaged twice under the Grand Coalition Government.
During retired President Mwai Kibaki’s era, the head of state stated, Sh1 billion was allocated to the commission but some unscrupulous people misappropriated the funds and only repainted the facility.

Another Sh2 billion was set aside during his time, he said, noting KDF transformed the commission with less than Sh300 million.
“I am wondering why people are against the military running these agencies. Some are even going to court to challenge the decision. You will continue complaining but we will continue doing our job,” said Mr Kenyatta.

According to the President, KDF’s discipline, transparency and accountability are unmatched, compared to the civilian managers running government agencies or parastatals.
“If only these civilian managers or administrators could deliver a quarter of what the military does, we would be very far as a country. Those hands that carry guns can carry jembes better,” said Mr Kenyatta.
Apart from KMC, the President has placed an army general in charge of the Nairobi Metropolitan Services and contracted KDF to rehabilitate the old 216km Nakuru-Kisumu railway line.
The head of State was accompanied by his Burundi counterpart, Evariste Ndayishimiye, former Pime Minister Raila Odinga, more than seven Cabinet secretaries and politicians from the region.
In his speech, he stressed the need to maintain peace in the country, warning leaders against beating the drums of war.
“Peace allows many things to move and development to reign. This is why I will continue thanking my brother Raila for the handshake that brought peace. Never underestimate the peace we have as Kenyans and don’t allow people to disturb that peace and shed blood, ” he said.

On his second day of the Nyanza tour on Monday, President Kenyatta laid the groundwork for construction of a new ship to move more products across Lake Victoria to other East African countries.
Mr Kenyatta performed a keel laying ceremony, setting the stage for construction of the vessel christened MV Uhuru II.
This will complement the decades-old MV Uhuru I.
“It is projected that the construction of MV Uhuru II will boost the transportation of goods and passengers within the Lake Victoria Basin and spur development in the Nyanza and Western regions. It will create employment opportunities for the youths as well as open up trade in adjoining areas,” said Mr Kenyatta.
The President said that the construction of the new ship will also create 1,000 more jobs for locals.

MV Uhuru I, which was refitted by a team from the KDF, successfully made its first voyage to Uganda in December 2019 to deliver oil. The soldiers refitted the main engines, navigation equipment, propellers, the hull, deck, generators and the firefighting equipment. The refitting at the shipyard commenced in 2019 and took nine months.
At over 300 ft (93metres), it is the longest vessel on any of the East African lakes, and has 30 staff - 23 crew members and seven artisans.

It currently transports petroleum products and can also deliver cargo.
The vessel can make up to 10 round trips a month between the Kisumu port and Port Bell, depending on demand. To date, the ship has made 50 voyages across the lake, carrying a total of 44.5 million litres of petroleum products.
The ship made its first trip on December 20, 2019 after rehabilitation, ferrying 22 loaded wagons to Port Bell in Uganda.

[SIZE=6]Major railway line[/SIZE]
The Kenyan leader said he will go back to Kisumu in August to launch the 216km railway line, which completes the 360-degree Kisumu port rehabilitation plan.
The official commissioning of the port as a whole will take place once the remaining works, including dredging, are completed.
The delay to complete the railway line and Uganda’s dillydallying on completing its part of the plan, including the oil jetty have contributed to the postponement of the port’s launch.
Dredging began on February 10, after it was launched by ODM leader Raila Odinga. The project will take six months and is scheduled to end on August 10 2021.
So far, at least 128,000 tons of sludge have been successfully dredged, attaining a depth of 4.5 metres. Two thousand tons of sludge are removed from each of the four dredge trips made daily and the cumulative average depth before dredging was 3.0 metres.
The dredging is being done at the Kisumu port and the Mbita feeder port by Mango Tress Marine Limited.
Upon completion, the port will have a port turning basin measuring 700m by 400m, a KPC access channel measuring 100m wide by 800m long, a KPC turning basin of 300m by 200m for the shallow waters, and a deep water access channel measuring 100m wide and 4000m long.


President Uhuru Kenyatta launches the Kenya Shipyards Limited in Kisumu

[SIZE=6]Shipyard’s importance[/SIZE]
The multi-billion shilling shipyard at the Kisumu port is considered a huge milestone and is where new ships will be built and others refurbished. It is owned by the government.
The President said having it in Kisumu will create jobs and opportunities for other businesses such as those dealing in steel.
It was borne out of the need for a maritime facility for repairing, maintaining, refitting and constructing ships, and providing other maritime services.
Phase one of the Kisumu shipyard has been completed with the construction of an office block and the section building area.
Phase two will encompass the renovation of the dry dock and reconstruction of the rail wagon slipway.
The Mombasa shipyard is under construction and will be completed soon.
It will be used for constructing new vessels as well as carrying out maintenance.
The yard will be run by the Kenya Navy in partnership with Damen Civil Works Company, a firm well known for ship building.
