It’s to apply mainly in Kiambu. The reality of land in Kiambu is that people have subdivided into 50x100 plots, which can no longer be considered farmlands. They love in mansions while avoiding paying land rates in the name of living in farmlands. That law makes sense to me. It will stop the flood of nairobiansinto kiambu farms who are gentrifying the local poor people to escape Nairobi land taxes

You are an IDIOT!. You cant have a law applying to only one county. There are bigger mansions in free hold land in diani, malindi, nanyuki, kisumu, nakuru, eldoret, kitengela, syokimau etc. Why punish kiambu peasants living on their ancestral land to pay annual leases while no other kenyan pays lease on their ancestral land? And FYI 50x100 plots are in all urban places in kenya from malindi to taveta to loitoktok to isiolo, marsabit, mandera and lokichogio.

What did you think the purpose of Nairobi metropolitan was? The final goal was to expand the city limits and collect land rates. Services without taxes is not practical.
Same applies to the current county model. Eventually it will collapse. You can’t collect taxes only in city zones under the borders established before the new constitution. Cities and towns live snd die organically. Some areas where land rates are collected no longer exist and some “rural” areas are bustling cities and towns whose residents don’t qualify for land rates but im reality consume more resources than the so called towns where land rates apply.

It makes sense dumb ass. Imagine if you came to learn that legally all of Kenyan taxes should go to develop somalia. Now imagine the same but for counties.
Taxes collected in Kakamega town from kakamega town land rate payers should be used with the city limits of Kakamega town.
That’s how every other place on earth works. A city cannot be forced to support the hinterland at the expense of the city residents.
The current model of counties in unsustainable abd silly. It has never been seen anywhere in the world. Cities without city councils are a strange oddity in human history.
