They will, in a short while
In 2 years max the Chinese and Russians will have bought/compromised afew members of the design team and will have the blue prints. One or several of the planes could also accidentally crash while on a covert mission in hostile territory and they will be there to collect the salvage and reverse engineer some of the major components.
Some Technology is so High Tech that it cannot be easily reverse engineered …
