Some basic changes can be achieved by simple executive order.. but this government with it’s rubbish bottoms-up philosophy isn’t ideal for such a radical maneuver. Top-down jobs don’t need much consulting once approved.

It’s not possible because the bureaucracy is powerful in its own right. In a way they’re the government. Isn’t Public Procurement the biggest mess in terms of corruption?
On the political front, as Ndii asked, who will hang whom? All have fallen short of God’s Glory.
And let’s not get into the ethnicity question. If most of the people being jailed end up being kikekuyus, and rightly so coz they dominate public service jobs, si they’ll say we’re doing 41+1?

There’s also the clear lack of expertise, funding, time and resources to be taken into consideration.. and a guy who’s spent 24 months wondering if he needs help or not.
