As I’ve explained before; We don’t have a government of Kenya. We have a hostage situation. Tanzania has a government, Rwanda has a government. Uganda is 50/50. DRC, Somalia, SS and Kenya have mafias who control the government apparatus but don’t have any control over territory or the population within the borders. They won’t strain their necks out to protect anything that doesn’t increase their power or control and promote their rent seeking set-ups. In other words it doesn’t pay Mama Ngina (et al) anything to spend political capital fighting over Migingo or protecting non-Somali teachers in Mandera or the welfare of Kenyans in Tanzania.
