Issues-scraping sound

there is this premio with rear drums. every time I brake when approaching a bump or stopping there is this short periodic sound like a sandpaper. I can hear that for every wheel rotation there is a short grazing sound at some point during the turn. The drums were machined for the first time to remove groves created by worn bare shoes. the mechanic put in new shoes. when the scraping sound started, I had the brakes udjusted several times sometimes making the brakes too tight and noisy. Another mechanic made me buy different more expensive shoes. the sound has persisted.
i keep removing the drums myself and looking at them and they are smooth inside. the wheel itself rotates without a wobble at all. not a single imperfection. the rear hub bearings are smooth, firm and and noiseless. shida ni nini my venerated villagers,VEs and sponsors? is it bearing?, rear bushes?. Do the drums need inspection and machining again? if so where can it be done? I recently erroneously replaced a perfectly good transmission on advice of a panel of kenyan mechanics so i dont trust them any more. I realised that they are a bunch of illiterate uninformed street urchins making guesswork for a living.

man this problem is arising from the rear of the car which isnt even driven and i hoped someone with similar experience or rather a mechanic can give me an idea of whats supposed to be done without having to hop from one shop to the other. Even those toyota people were part of the crowd that recommended that i change a good transmission. I know toyota kenya shops and indeed many other shops have mechanics. the issue here is not osungu, shop, or anything like that, but a request for some technical advice.

That is a great idea. However if you disable REAR brakes and the noise disappears, it only tells you that there is a component WITHIN THE REAR braking system that is to blame, but does not tell you which one. Mechanic lazima angeona hii but still checking, kuna guard plate (japanese nafikiri wanaziita brake sheild) za hub iko loose?
