In my country Kenya, anyone can be a target if they end up on the wrong side of the ‘mafia’. And not every target is weak or is particularly concerned about 1 or 2 deaths in the clans/tribes.. but not systemic hunting, especially in association with imperialists.
Because retribution almost always leads to regret.
