True, this things happen, but if the person posting this hekaya alleges that someone somewhere bought something at an obscene figure, it can only mean two things; 1. He saw the quotation/lpo/invoice and so he has hard evidence, 2. He heard it from someone who heard it from someone who works in the said county offices. The latter is ofcourse what am referring to as ‘Hekaya’.
