The Ethics and Anti-Corruption Commission (EACC) wants the Independent Electoral and Boundaries Commission (IEBC) to block 241 aspirants from contesting in the August 9 polls.

In a letter seen by [I]Kenyans.co.ke[/I], EACC says the 241 including outgoing Murang’a governor Mwangi Wa Iria, former Nairobi governors Mike Sonko and Evans Kidero, and Kirinyaga’s Anne Mumbi Waiguru, failed the integrity test owing to active cases and investigations against them.

The EACC noted that it had blacklisted them for failing to meet the requirements of Chapter Six of the Constitution.

“Following integrity verification of 21,863 aspirants for elective offices, EACC has identified 241 with outstanding integrity issues and forwarded the report to IEBC. EACC considers the 241 to have fallen short of the moral and ethical standards for election to public office,” EACC stated.

Other notable names in the list include former CAS Chris Obure, Uasin Gishu Woman Rep Gladys Boss Shollei, Kapseret MP Oscar Sudi, Sirisia MP John Waluke, and Teso South parliamentary hopeful Sospeter Ojaamong.

Presidential Aspirants
Those blacklisted include Wa Iria of Usawa Kwa Wote Party, Justus Onyango of Justice and Freedom Party and Republican Party presidential running mate Matayo Jared.

Gubernatorial Aspirants
They include Tharaka Nithi Governor Muthomi Njuki of UDA, Anne Waiguru, Christopher Obure, Thuo Mathenge of the New Democrats seeking Nyeri seat, Jeremiah Loro Mukai ODM candidate for Turkana, Richard Leresian Jubilee candidate for Samburu, Former Petroleum CS John Munyes Jubilee candidate for Turkana County and Kofa Asman ANC candidate for Tana River County.

Senatorial Aspirants
Migori Governor Okoth Obado eyeing Migori senatorial seat under People’s Democratic Party, Danson Mungata UDA candidate seeking Tana River senate seat, Lillian Mbogo Jubilee candidate for Embu.

National Assembly
John Waluke (Sirisia), Jonah Mburu (Lari), Samuel Arama ( Nakuru Town West), Fredrick Odhiambo (Ugunja), James Gakuya (Embakasi North), Didmus Barasa (Kimilili), Alfred Keter (Nandi Hills among others.

Some of the reasons raised by the anti-graft body include corruption allegations, failure to resign from public service before February 9, 2022, deadline, questionable academic qualifications, and abuse of office among reasons.

The Independent Electoral and Boundaries Commission (IEBC) has confirmed that it was involved in the decision by the Ethics and Anti-Corruption Commission (EACC) to blacklist 241 aspirants who include prominent political figures eyeing various seats in the August 9 poll.

While addressing the media at Bomas on Thursday, June 2, IEBC chairperson Wafula Chebukati revealed that it was them who wrote to the EACC over the eligibility of the candidates to contest in the August 9 polls.

He stated that they had received a detailed report from the anti-corruption agency and they would retreat in the better part of the day to make a determination over the same.

Among those who have been blacklisted in the EACC list include Kirinyaga Governor Anne Waiguru, Kapsaret MP Oscar Sudi, former Nairobi Governor Evans Kidero, Murang’a Governor Mwangi Wa Iria, among others.

“It is the commission that wrote to the EACC and forwarded the names of the candidates. We shall look at it and make a determination in the course of the day tomorrow,” he stated.

Waiguru had earlier on Wednesday night, complained of foul play, claiming that the EACC blacklist had been the work of the deep state agents who were hellbent on getting her out of the ballot in the August General Election.

Further, Chebukati also acknowledged that there was an ongoing court case regarding the clearance of candidates facing integrity questions. He asked the courts to speed up the determination of the petition.

He explained that the Commission would begin the preparation of ballot papers in the coming weeks adding that they needed clarity over the clearance of the affected candidates.

However, he insisted that they would follow the law when clearing the candidates stating that they have to go through EACC first.
“The clearance of candidates is ongoing and it is being done in accordance with the law. As a Commission, we shall follow the law to the latter.
Remember all these candidates have a self-declaration form stamped by the EACC. It is not that we just clear them,” Chebukati affirmed.

On May 31, Chief Justice Martha Koome constituted a three-judge bench made of Judges David Majanja, Chacha Mwita, and Thande Mugure to determine a petition that seeks to bar candidates facing integrity issues from contesting in the August 9 polls.

Kapseret MP Oscar Sudi on Saturday, July 2, revealed that the saga surrounding the validity of Nairobi Senator Johnson Sakaja’s degree certificate had given him some reprieve.

Speaking in Uasin Gishu, Sudi stated that he was happy to realise that he was not the only one with questionable papers adding that the saga brought to light other political leaders whose academic certificates were suspect.

The Kapseret MP stated it was unfair for the media and investigative agencies to brand him the poster child of fake academic papers while a simple investigation had shown most political leaders lacked verifiable academic documents.

“They have now said that Sakaja does not have papers, so and so does not have papers - now we cannot even tell who has them. So these people have only been frustrating me in court yet we are many,” he stated

"Even Tinga doesn’t have papers. I particularly loved it when they asked him to provide evidence of those he went to school with. In fact, I am better off because if called upon, I can produce some of my classmates.

Sudi further poked holes at President Uhuru’s academic credentials and chided that KANU’s Gideon Moi also lacked papers just like him. Sudi stated that he would do a personal enquiry on some of the leaders.

The legislator added that he was only confident in the academic qualifications of Ford Kenya party leader Moses Wetangula.
“Gideon also doesn’t have papers like me and we are even looking at Uhuru’s. I have begun an enquiry and the only one with good papers is Wetangula…If you listen to him speak in English, his diction tells you that his papers are legitimate, but all these others we are in the same group. It is not that I lack the certificates, I do, but they claim that they are questionable,” he added.

The UDA lawmaker was put to task to prove that he sat his Kenya Certificate of Secondary Education (KCSE) exam, a requirement needed for all MP aspirants.

While he claimed that he sat the national test at the Highway Secondary School, former principal Patrick Maritim differed, claiming that there was no record of his admission. Maritim added that there was no documentation of Sudi collecting his result slip.

The MP further responded to comments by Rift Valley commissioner George Natembeya over calls that the Luhya community in Uasin Gishu should vote in their native counties.

He assured them that there would be peace in Uasin Gishu County during and after the August 9 polls - adding that he did not want to hear that they travelled in masses in fear of the aftermath.
“I do not want to hear this nonsense that you want to travel home then wait to gauge how the election will go. If you are in Uasin Gishu, feel at home. This Kenya is for all of us and there will be peace,” he declared.
