I don’t know much about middle east but I know Saudi Arabia was going broke when price of crude oil was under USD30. They had to dig into their foreign currency reserves to avoid social unrest. To avert Arab spring in Saudi Arabia the authorities had to increase social spending to appease the citizens.
Then don’t forget the war in Yemen has cost them billions of dollars.
