Let me give you the benefit of doubt, but how do u explain Id No 0 (zero) or 000000 . Even IEBC have known their DB is sh*t now the site is down for testing.

Mchezo kubwa zaidi is IEBC not advertising the online portal which is free and promoting the SMS option which costs 7/- per message.
0, 1, 2, 10, 100, 1000, 99 and a host of others might not be valid ID numbers. And I pointed out in another thread that it is negligence on the part of IEBC not to have cleaned their database yet it’s a month to elections. If they aren’t careful this new fiasco will erode their credibility further. IEBC should clean their shit ASAP. It takes just a one line SQL to disable or remove those bad records.
