The Chairperson of the Presidential Council of Economic Advisors, David Ndii, on Saturday, clarified the alleged exorbitant proposed allocation for President William Ruto’s advisors.

Taking to his X account, Ndii dismissed reports about some of the proposed allocations for Ruto’s advisors with the economist terming the alleged allocations as false.

In particular, Ndii refuted claims that advisors were paid an entertainment allowance and that they needed bodyguards to protect them.

Ndii was forced to respond to the claims after a section of Kenyans raised concerns about the outrageous proposed allocation to government advisors.

“Advisors are not paid entertainment allowance," the chief economist clarified in his response to a social media user.

According to Ruto’s right-hand man, the multi-billion budget was meant to fund meetings and that his job entailed policy development and implementation oversight.

“That means convening meetings typically 3 - 4 per day with 10 - 30 people each. The biggest facility in our office is boardrooms,” Ndii stated.

The economist also dismissed allegations that Cabinet Secretaries were more helpful to the president than advisors, stating that the advisors were wiser.

“It stands to reason that we have a better idea on how to implement it than ministries. We are the vision carriers,” Ndii claimed.

Ndii’s response comes against the backdrop of claims of Ksh1.1 billion kitty for the president’s consultants proposed by the national treasury for the 2024/2025 financial year.

The Ksh1.1 billion formed part of the Ksh5.37 billion allocated to President William Ruto’s office, an increase from Ksh4.03 billion churned towards the President’s office in the 2023/24 financial year.

The advisors are expected to provide ideas to help the government deliver its mandate to the public.

David Ndii, is the visible side of the dirty, selfish and greedy public servants that we have. A more evil man was the recently ousted CS Prof Njuguna Ndung’u. This one hides behind his professorship, to justify and push so many oppressive policies, that it will take our country eons to recover from. If you ask him he’ll tell you he’s a professor of economics, he knows what he’s saying.

David Ndii Criticizes High Court Declaring Office of Ruto Advisors Unconstitutional And Vigorously Protects His Kshs Millions Paycheck

The Chairperson of the Presidential Council of Economic Advisors, David Ndii, had downplayed the High Court’s declaration that the offices of presidential advisors are unconstitutional.

Ndii on Thursday, January 22, faulted the decision issued earlier that day, terming it a “pyrrhic victory” and arguing that the advisors could still operate from afar as an informal “kitchen cabinet.”

Ndii maintained that the ruling would not stop him or other advisors around President William Ruto from continuing to offer guidance, noting that he had been advising Ruto informally even before he ascended to the presidency.

“Pyrrhic victory. We don’t need state offices to advise the President. We supported him for two years on the road to victory. We can do it as an informal kitchen cabinet over breakfast every morning,” Ndii said.

His comments followed a High Court ruling that the creation of offices for advisors and the appointment of 21 individuals to those positions was unconstitutional.

While delivering the ruling, Justice Bahati Mwamuye on Thursday morning declared the offices and the 21 appointments null and void, stating that the positions had no legal basis.

The ruling further quashed all decisions connected to the establishment of the offices, further noting that the appointments were also made without consulting the Salaries and Remuneration Commission (SRC).

Additionally, the court held that the manner in which Ndii and his accomplices were appointed and took office failed to comply with the constitutional mandate governing public appointments.

“The process violated the express letter and undermined the spirit of the 2010 Constitution by bypassing the substantive, independent recommendatory role of the Public Service Commission,” Mwamunye ruled.

“Failing to comply with the mandatory conditions for establishing public offices under Sections 27 and 30 of the Public Service Commission Act, 2017,” he added.

Meanwhile, David Ndii was appointed to the Presidential Council of Economic Advisors on October 14, 2022, as the Council’s Chairperson alongside Mohammed Hassan and Nancy Laibuni as members.

Since assuming office, the Head of State has appointed several advisors to support his Bottom-Up Economic Transformation Agenda. As of this month, the total number of Ruto’s advisors was estimated at more than 21.
