Can county governments lift people out of poverty with the little budget they have ama they were set up to make people feel that they are in control of government when actually thet are not.
They can. 30% spent on development as recommended can do alot. That is around 3b a year

We need strong devolved systems…just like in the US. A governor should handle common mwananchi problems and president to handle matters of defense and foreign policy
Some counties like Kiambu can feel Kabogo with health, Muranga the farmers are selling milk at 35 unlike yesteryears when they used to sell at 18.

True. a 40/50 sharing of KRA revenues will be good. In addition to Treasury reimbursements, county governemnts make a lot of money from revenue collection and car parking fees
Each county government has affected its citizenry differently. Most of it has been positive. But again it depends on the governor at the helm and his county parliament.
If you get a parliament like Wambora got last time round,the effect on the citizenry can be very minimal.
But all in all,the effect is there and is being seen on the ground.
The key question is, just how small is small? I personally feel the problem is how money is being used. Corruption is seriously killing the spirit of devolution. Someone show us a county that could not operate efficiently because they had such a huge deficit in their budget!
