The principal Kamala Carnes makes $157,000 a year which is not bad for Baltimore. So money is not the issue.

The problem here is the mom. The schools clinically track every students progress and notify the parent whenever there are issues. And their recommendations. Chances are the mom was not responding in writing. Or kept issuing overwrites to their recommendations. Legally, they can’t kick a child out of school or hold them back. So the child keeps moving but cannot graduate.
It’s a waste of tax payer money. How shall the US remain competitive in the coming years with such total disregard for achievement?? It boils down to the black inner city community and the massive failure/lack of parenting. If nothing changes to that kid I can say with certainty he’s going to end up dead or in jail. And the cycle of poverty continues.

Some parts are quite nice. MD is close to DC so you have wealthy govt bureaucrats and contractors who live there. It’s also home to Johns Hopkins Univ Hospital but don’t let that fool you. Some pockets of Baltimore are extremely dangerous and poor.
