This guy thought running a government is like running his chemist.

He could have endeavored to concentrate and accomplish at least one single promise, the one with the biggest impact and, surprisingly, the easiest of them all! Garbage and waste disposal and the general cleanliness of the city! All the other promises, he could pass the buck and blame someone else for his failure!
