In water, loss of balance can lead to water up your nose or choking then panic then drowning.Key is understanding one’s balance then you can reliably get air. Most victims don’t have the technique to coordinate keeping the mouth and nose above water let alone relaxing at the edge, so they are tipped forward, aspirating water until their oxygen gets so low or the carbon dioxide gets too high that they sink. During that time,the body makes that last desperate attempt to breathe and opens the mouth and lungs which then gets flooded with water making it impossible for the lungs to do their job

Exactly. There should always be someone (life guard), anyone, around or aware that the pool is open and being utilized. In case of a medical emergency even for experienced swimmers.
