Tribalism has its advantage. In Kenya it assists to keep dictatorship from reigning. Kenyans are more loyal to their tribes as it seems. If you touch Uhuru you can mess things up because of the tribe behind him, if you touch Raila his tribe might mess up things, the same with Ruto and his tribe and other leaders. That is why in Kenya it is not easier for Presidents to harass the opposition that much. Even Uhuru could not sustain stopping Ruto rallies then because it was getting much nasty.
But Uganda people seems not much aligned with their tribal kingpins and that is why Museveni can easily get away with all the bad stuff. The same case applies to Tanzania. So ethnic nature of Kenyan politics is a blessing in disguise. It helps us avoid sliding into full authoritarianism and somehow promotes coalition kind of politics based on consensus
M7 and military Intel created LRA and Kony as rebel group. They picked him because he was foolish with no military structure or brain to topple him. That’s why LRA simple became a merciless ragtag group plundering the north villages of food, supplies and kids as slaves. The idea was simple, M7 needed the west help on satellite imagery, electronic intercepts in the remote regions of Ruwenzori at the border with Uganda. That’s where the real troublesome rebels were hidden in the thick forests. Once pentagon provided the equipments, trained UPDF and gave them the knowledge they didn’t go after LRA, the went to the west to finish those rebels. Kony was simply being handled through Kampala, told where to go and at some point when he become too troublesome he was exile to south Sudan. Its not even a big secret in Uganda. When M7 needs a “peace talks” with LRA, the message gets to Kony and deliberations, feedback go just well. How do they know his emissaries, handles so easily and don’t know where he is currently.
When Russia reignited its presence in Central Africa Republic, the usa needed a program to survey the country and spy on Russia there. All of a sudden President Obama and M7 announced a new joint military program where special forces in partnership with UPDF will set up bases in the north of Ug and hint for LRA in CAR. They did that for a few years. They didn’t find him but they really ram a lot of helicopters, aircraft and drones across the region. Way too far and wide for a man hunt. Especially where LRA was not in the ground and people confirmed it was a waste of time.
This deals M7 makes with pentagon, cia and these other european spies makes him irreplaceable in Uganda.
