Given that the IIEBC will spend more in overseeing the ellections than the County’s income to the National Government’s Account.

Then why spend more in election if the County can’t give back within a span of two years!! More or so CORD will gain more popularity due to the media coverage. Thus demeaning what “kamwana” has been doing for the last three years.

Do you think “Kamwana” would allow that with elections to be held only in two years time?

The biggest problem with Kibaki was he was a good president but a very poor politician which is why Rao pushed him every step of the way. But Uhuru comes out as a very good politician first and president second which is a very nice balance.

But in terms of real tangible performance, Baks was better. Because he inherited a messed up country.

Dissolution should be out of question. The governor needs to stop being a wussy. He needs to show leadership when its needed most.

During Moi days i remember seeing Kibwana going round the Country lecturing on good governance. Now that he was given the chance to practice what he preached ameshindwa.

Short answer -it would have been illegal for him not to appoint a commission.
Long answer :
President Kenyatta invoked provision of Article 192 of the
Constitution as read out with section 122 and section 123 of
County Government Act in appointing the commission to
inquire into the problems facing the county government.
Section 123(1) of the Acts allows any person to petition the
President to suspend a county government if the county
government engages in actions that are deemed to be
against the common needs and interests of the citizens.

Although no government acts in the interest of the people, I will agree that kibaki was a better president. He put kenya where it is now from the days of Nyayo, Jogoo na kutingisha vidole. I dont know whether this other guy is trying to run it down.
However, Kibaki allowed tribal politics to thrive, stole elections leading to death and violence, and even fuelled tribalism it giving us the feudal system we have today.
