Michuki rules were followed immediately after they were implemented. But people faced problems like dirty seat belts or seat belts that dont work. Most people also dont understand the importance of a seatbelt. If we had a sane government they would have examined the Michuki rules to see if they have worked in improving the safety of matatus. they could have then come up with ways of making sure the rules work.
