Why ask some questions?

I sometimes think that some questions that were in the Identification application form were not necessary (I’m hoping the questions have been changed). For example the question about ethnicity and clan. Why do we need to declare the tribe where one comes from. Doesn’t this entrech a sense of ethnicity in our country? What about the childern whose parents are from different tribes. Which tribe will they choose?
I filled that my Clan is called Kihara, a clan name that i learnt during that time after asking my dad. Of what use is the clan name to the government? I have never heard of any family meeting as a clan or helping one another as a clan because the clan exists only on paper. The only family that I know of is the nuclear family and also my parents’ parents and siblings.
