Co-opting Israel to East Africa’s struggle against encroaching Islamist terror topped the agenda of Kenyan President Uhuru Kenyatta’s talks with Prime Minister Binyamin Netanyahu in Jerusalem in the third week of February, DEBKAfile’s exclusive sources disclose.

Their two countries are already bound by close military and intelligence ties. Kenyatta proposed expanding this partnership into a broad new alliance, comprising Israel and six East African states, for launching a combined campaign to rid their countries of the jihadist Islamic State, Al Qaeda and their affiliates, such as Somalia’s Al Shabaab.

Kenyatta said he had been entrusted on his mission to Jerusalem by Ethiopia, Tanzania, Uganda, Rwanda and South Sudan. All six governments trusted in Israeli assistance acting as the lever for upgrading their Intergovernmental Authority on Development (IGAD), which normally deals with drought and development enterprises, into a multilateral sword against Islamist terror

As an associate member of IGAD, Israel would undertake to reorganize is members’ armed forces, intelligence capabilities and anti-terror bodies, and outfit them with the weapons systems and advanced electronic equipment needed to root out the scourge of terrorism.

Kenyatta emphasized that the six IGAD member states were turning to Israel after taking fright from Nigeria’s plight. Its failure to grapple with the ferocious Islamist Boko Haram had sent oil-rich Nigeria’s economy into freefall and devalued its currency, the Naira, by half.

DEBKA Weekly’s military and counterterrorism sources add that after many years of close military and intelligence cooperation, the Kenyan army is receiving training from Israeli military instructors on tactics for battling Al Shabab inside Somalia and a supply of Israeli weapons tailored for anti-terror warfare. Israeli and Kenyan officers put their heads together on the planning of Kenyan army operations in Somalia.

Saturday, March 19, Kenyan troops Kenyan army killed 21 Shabaab terrorists after two Kenyan troops were killed in a Shabaab IED ambush in southern Somalia. The Kenyan army is part ofthe African Union Mission in Somalia (AMISOM).

In the past year, Israeli counterterrorism and intelligence agencies set up a special command center in the Kenyan port city of Mombasa to lead operations against the Al Qaeda cells embedded in eastern and southern Kenya. When they met in Jerusalem, Kenyatta thanked Netanyahu for Israel’s assistance in breaking up most of those cells.

Ethiopia is another East African country with close military and defense links with Israel that go back many years.

Kenyatta explained that Israel was the six governments’ preferred partner for fighting terror, after the United States proved indifferent to East African concerns and limits its contribution to the war on terror to widely-spaced air strikes.

Although a US drone attack on March 7 eliminated 150 Islamist terrorists in Somalia, the Kenyan president said that US troops rarely emerge from their navy’s expeditionary base at Camp Lemonnier in Djibouti to confront Al Shabaab.

Chinese efforts to step into the anti-terror void left by the Obama administration were likewise rejected by the East Africans. They are wary of accepting Beijing’s military and economic largesse because it comes with a hefty price tag of Chinese expansionist economic and military footholds in their countries.

In return for military intelligence assistance for combating terror, the six East African governments are offering Israeli firms preferential treatment for developing their markets. Netanyahu is expected by our sources to visit IGAD member capitals in the coming weeks to cement ties and finalize arrangements.

This will only inflame the tension and even push those muslims that are against the Islamic inspired violence to the side of the terrorists. The hate between the Jewish people and Muslims is not something that any leader should take lightly.

Considering the muslims themselves are unwilling to give us info on their own and we may not be the best of experts in the matter, wouldn’t it be a good idea to turn to a country that has been excellent at fighting them off? The enemy of my enemy is my friend. Right?

Absolutely correct.

Great! I say we build a wall too. Israel knows how take out these guys like no one else. It also sends a clear message that Kenya recognizes Israel’s right to exist as a nation, and their right of self determination.

Who is us in this sentence? It’s this mentality that terrorism is synonymous with Islam when it’s not that actually discourages them from cooperating at a level you think they should. I agree that there are deviant Muslims that are using the religion as they shouldn’t, but we should not use that to vilify the whole group. When you fail to separate non-violent Muslims from violent terrorists, then you automatically put the former in a defensive position. How then do you expect them to cooperate with the “enemy”? Where will they go after they do it given they cannot go back to the same people they sold out.

If your average muslim who is more worried about the price of bread and milk has to live in constant vilification based on the nature of his beliefs or even appearance then they might actually end up believing what people like Sheikh Aboud Rogo tell them, because they can see it.

However, if Muslims were made to feel that it is within their interest (non-violently) to give out these people as they are part of this country’s.

You need to remember that these terrorists use the same tactic of “My people are being targeted” that you hear politicians using and so sentences and mentality like yours actually strengthens that view.

Israel’s success in dealing with its Muslim majority neighbours may have more to do with the unique factors of its existence as a country rather than their understanding of how to deal with Muslims. First you need to realize that Islam is a religion and as much as it influences the way of living of a people other factors like geography and economy also come into play. The Palestinian insurgents may not necessarily be the same as the Somali or even the coastal ones therefore Israel’s specialized understanding of their region is not that relevant here. Kenya also does not have the sustainable military power to wage a similar war to Israel (which makes me question what we are going to give them in return for that.)

By us, I mean the rest of Kenyans who are deliberately painted as targets by their book. What makes you think even if a muslim is moderate, they will report the radical muslim to the christian led government which they’re book calls kaffirs and deliberately paints a target to be eliminated?

109 verses where every muslim down to the last man is instructed to defy, maim and kill christians and jews. Should those parts of their book have been declared for radical muslims only?

The so called moderate muslim has not done anything to show that they stand with the rest of us Kenyans. How do we know they’re not the ones secretly funding them behind our backs and smiling to us while pleading moderation?

Constant vilification will push them to radicalisation true, but what have they shown to this other side to prove they do not stand with the radicals? As far as we know, it is radical islam that is blowing up people but how do we tell apart the radical from the moderate if the moderate does not speak up to say they do not support the violence against the rest of us? I am targeting the radical muslim but have you ever seen moderate islam where I can say or do something against them and they’d face palm and walk away?

Why should they be made to feel it is in their self interest?! So you mean to say muslims are more important than the rest of the country?
Shouldn’t the state of the nation be more important to them?
Should we submit to them so that they help stop bombing us?

How do you know those moderates aren’t the ones crying watu wetu?

Israel understands something. It is kill or be killed in the name of religion of islam which you seem to know a lot about. Two wars that almost ended up in nuclear conflict (where muslim countries that had planes thst could reach israel were sent) are written in the annals of history to show for what the majority muslim states tried to do and will do again given the chance in the name of islam which you seem to know a lot about. It is kill or be killed because their book says so in 109 different verses. Which person who practices the religion of islam wouldn’t want Israel wiped off the face of the earth?

The insurgents may not be the same but the thing you overlook is these religious killers share the same tactics and Israel has been dealing with them (successfully) for decades therefore they’re experience is invaluable in dealing with these people. When is the last time you heard hezbollah has taken the fight to Israel?!

Fighting terrorism is not an all out war, it is a low intensity conflict that doesn’t even require tanks or jets. All it needs is highly specialised teams with their own highly specialised tools and probably some slow moving aircraft that can drop bombs. EA is well taken care of there. Israel is not waging any war, it is lying in readiness to defend herself from a religion you seem to know a lot about whose reference book clearly states in 109 verses; kill the Jews and Christians
