First of all,even Kenya the Age of Consent is 16,but an over 18 touching a 16 year old will lead to a prison sentence.
Across the Developed world,an over 18 sleeping with an under 18 is statutory rape.Even in France that is still the case.
It is not straight up 15. It only means they acknowledge teens are banging one another.
