Kenya has an oil pipeline that stretchs from Indian Ocean to Lake Victoria. This infrastructure can be used to pump oil frm Mombasa to Dala, and also pump fresh water from Lake Victoria to the Southern corridor.

There is something called the Nile Agreement which requires Kenya to seek permission from Egypt to extract water from Lake Victoria.
This agreement is the same document that saw Egypt and Ethiopia almost going to war due to Ethiopia’s Renaissance Dam on the Blue Nile.
