You click the avatar of the targeted ignore victim, (eg. Jimti)

then when he apppears, you click his picture/letter icon to expand. On the right you have Normal and a drop-down tab for Muted. Since Jimti is considered abnormal, you hit Muted. Done, till the next era of KT rebirth.
