The poor only care about survival. The local leadership is probably non functional otherwise they’d have known the population was desperate.
When it reaches a point where people are breaking up roads to sell stones just for survival, the leaders should become very afraid. Next will be attacks on those who ‘have’ then culminating in a bloody revolution. Leadership is seriously lacking here.
