Holds are inevitable for new accounts. You have to build up transactions for 2-3 months to overcome this.
RDPS/VPNS do matter, but the primary reason for abrupt limitations is your transaction behavior and the amounts you’re dealing with.
It’s actually impressive that PayPal has lasted this long, given the way they treat their customers like garbage. There are so many alternative payment platforms that have come up for these cunts to keep feeling sweet.

If somebody paid you that money, PayPal gives you the option to refund then ask that person to pay you on a different platform. But kutoa hiyo pesa itakuwa shida.

You would have linked your bank card with them then change your account to business account, hawatakusumbua tena. Mine can receive any amount and no withdrawal limit
Kwa paypal kuna settings za ku enable mobile payment then you choose the number for that. Go to your settings. I do it effortlessly even with new accounts
