Allow me to explain. In the fight against terrorism and insurgency, thereā€™s something called low intensity conflicts which is characterised by use of special forces, or small highly capable lightly armed infantry teams. These terrorists donā€™t have uniforms, bases or anything that will differentiate them from a civillian. They hide among them and this makes targetting difficult. Here is where intelligence comes in. Gathering raw facts and data from the field and passing it on to analysts.

Once the intelligence is processed and potential targets identified, in comes surveillance, where targets are watched closely to find out if they pose a threat. Phones are tapped, radio communications are intercepted in order to decode what is happening and whether the target is a valid threat.

Then comes reconnaissance. Reconnaissance is a mission to obtain information by visual observation or other detection methods, about the activities and resources of the target, or about the meteorologic, hydrographic, or geographic characteristics of a particular area. In military operations, is the exploration outside an area occupied by friendly forces to gain information about natural features and enemy presence. With all this info, when it comes time to prosecute, the acting agents do not just go in blind and suffer injuries or even death before they complete the mission.

Now, all this takes time and can literally take hours, or days and thereā€™s several ways it can be done. By satellite, which we donā€™t have, by long range aircraft, which we have but since they are few, are diverted to other immediate tasks, by aerostats (huge balloons that float into the atmosphere) which we are buying, by drones which we dont have, and by ground troops which we have but is very risky to put them in harms way.

So from those that we have, they are needed elsewhere. We donā€™t have the complete infrastructure required for drones since we donā€™t have satelites. What do we do? Get manned planes.

Now, thereā€™s also something called close air support. This is where an aircraft supports troops in contact by firing on the enemy. Helicopters can do it, but they are slow and canā€™t hang around for long. Jets can do it, but they are inadequate (too fast, targeting is an issue and also canā€™t hang around for long.) The best are slow moving aircraft that can loiter for long periods of time.

Now, what the deal is for is the AT-802L which combines all the above mission sets. It can fulfill the same missions as a drone while carrying 3 tonnes of weapons.

What the congressmen are proposing is the AT-802U, which is a close air support aircraft first, other missions will require upgrades to the plane, which cost money.

So here, KDF is killing several birds with one stone.

Also, the congressmen did not account for the weapons, training, spares and support that are a part of the original deal. They are giving figure for the planes alone. An aircraft is but a dud without the above mentioned materials. And you know pilot training isnā€™t cheap. Atleast 50 of those will be needed to make sure 14 aircraft are used optimally (2 crew per aircraft and their subs)

Also, research on military industrial congressional triangle to understand why thereā€™s so much noise.
