I think the execution issue is the same as the issue of guys who are convicted for screwing under 18s. There is great reluctance by senior wardens to decongest prisons in any way. I don’t know why but knowing Kenya there must be money involved either with bribes or budgets. I would imagine the more inmates you have the more funding you can demand and we all know where most of that goes.

Executing an innocent person is a worse miscarriage of justice than the original crime.
It’s better 1000 guilty people go free than jail or execute an innocent person.
