That is only half the truth, enforced by a desire for national cohesion and a need to erase all perceived social differences which ignited the hatred and killings of 1994 and previous conflicts.
The other truth is that historically there were 3 defined tribes/ethnic classifications the Bahutu, the Batutsi, and the Twa. The Twa were very few and they got assimilated into the other 2 groups with time. The Hutu were the majority with a Bantu origin, Tutsis are believed to be of a Cushitic origin, closely related to Ethiopians and some Ugandans ( M7’s people). They were also believed to have moved southwards from Ethiopia with their long horned cattle. There are physiological differences too, which are blurring out due to intermarriage, but traditionally Tutsis were taller and slender (Kagame), with more pointed noses, while the Bantu Hutu look is broader shouldered and stouter. Before the genocide the gava used to write people’s tribes on IDs, but because that became a security concern (IDs were used by killers to select their victims) the practice was stopped by Kagame to prevent further tribal divisions. Of course there are still issues simmering under the surface as a leftover of that horror.
But the politically correct position is that these are one people, because they all speak Kinyarwanda–sounds like a Lunje dialect.

But that is the minority tribe, 1994 could have been a turning point for them. I think after Hutus who are the majority killed the Tutsi’s in hundreds of thousands, they soon realized their inhumane acts, and maybe one way of showing that they are remorseful for their deeds is by staying away from leadership by letting the minority Tutsi lead…
This is just my analysis. But on the flip side, I wonder what it will take for the majority tribes in Kenya to let minorities like mijikendas and others lead as head of states in this country, it might come, but maybe not in our lifetime.

The fact that Kenya has one 4 star general is a matter of choice and maybe a bearing to small size of our military - in Comparison to India, USA and China. Just like you have several Lt Generals and Maj-Generals, having several Generals is ok as there is always a differentiator as to the level of seniority within the same rank - who became General first, who commands more men, who is older, what function they undertake etc In
