What makes him think he’s in London? Do traffic lights work round the clock and are they obeyed? Is there clean, piped, reliable water supply? Is garbage collected on a schedule? Are the streets and neighbourhoods cleaned, hedges trimmed, insecticides sprayed to combat mosquitoes, rodents and other pesky critters? Is the sewerage system operational? Are parks, libraries, recreational areas and other public amenities well maintained -do they even exist? What is the transport system like?
