Its the mentality people have towards public resources, world over.
Those tractors have to be run down so that they’re auctioned to the ‘highest bidder’, after then be repaired and function well while in their custody.

Kuna county hapa ilinunua 42 new Massey Ferguson tractors in 2014 and all of them are currently dead and lying in state.
