I don’t have a name for such a system. The idea I have in mind is a middle ground between democracy and dictatorship, where you form laws based on cultural, time honoured traditions, something like a moderate democracy.
Everyone is allowed to speak, but if it’s some idea that is frivolous it should be seen as a waste of time and dismissed. Society is varied, and not every silly idea needs legislation, so hakuna haja ya street demostrations za upuzi, say, saving engandered lizards or fighting for recognition of short or tall people, or people who love birds or cats or those who fancy some funny semi-naked way of dressing. If there is something that is traditionally frowned upon because it harms society, it must be forbidden, regardless of the level of freedom otherwise enjoyed. For example, the death penalty for serious crimes should remain in place as a deterrent; a murder charge should not be bailable; rape should attract a life sentence; theft should not only be punished by a jail term, but the property should be recovered; zero tolerance to social ills such as incest, disrespect to elders; accidentally killing someone in self-defence should not lead to arrest and a jail term; homos shouldn’t be allowed to flaunt their stupidity in the public eye.
