TIME TO EAT

Uhuru should stop the plunder of the country. Corruption is not only happening at the national government level but also at the county government levels.

I am told of a lady who was working at IBM as a developer. The young lady then bid for a job at a county. She ordinarily charges Ksh 500,000 for such jobs but quoted Ksh 1.5million because of the logistics. On presenting the idea to the governor, the county leader demanded that she charge Ksh 250 million of which Ksh 200 million will be for the Governor. This is just for one stupid app.

The young lady in her mid 20s now drives a sleek Mercedes S class. You can’t explain how she acquired it, neither can she.

The same happened in a county in Western part of the country. We only talked of the Ksh 109,000 wheelbarrows but other major transactions happened.

There was a revenue system tender where a company called Tritek associated with an Auditor General Office employee was awarded at a fee of Ksh 138 Million. Out of the paid amount, I am told that the governor was paid Ksh 30m, his Chief of Staff Ksh 10m, Ministry of Finance point-man Ksh 10m. Tritek was paid just Ksh 25m from the Ksh 138m quoted. Outright manipulation of figures for theft.

Director of communication in the same county had the company of her friend awarded Ksh 16m tender to implement an SMS system which has never been implemented.

I have the documents showing that the g-united internship program launched by the government has inflated figure showing that more than Ksh 280million was paid for the 6 months internship program which actually cost only Ksh 22 million. The number of volunteers was multiplied by some mysterious 8 counties and budgeted at Ksh 5 billion per year for 5 years. The 4th year is 2017 (election year) meaning that they targeted to use the 2017 heightened political climate to mask the theft. Ksh 1 billion is being spent per year while in real sense, it doesn’t even cost Ksh 30 million annually.

The same or worse is happening in each and every one of the 47 counties. Everyone is making noise about the allocation from the national government but nobody is going through the county revenue collection with a tooth-comb.

Can President Uhuru help us unravel how Maina Kamanda acquired the Fire station facility in Buru Buru and built flats on it and now even rents one to Kenya Commercial Bank. How did he acquire it? How did HornBill pub acquire the facility it has in Buru Buru?

But I seriously think that the Auditor General’s office has been compromised and tamed. At the end of the first term of devolved governments, we will have more than 100 billionaires who can’t explain how they acquired the wealth they flaunt around.

Uhuru, we elected one President. We have county government but the buck stops with a single person called the President. We must have people pay for their mistakes. You must move with speed and arrest the runway corruption in the country.

Unfortunately, this has become a routine thing in Kenya. We discover the truth, people (read KOT) go haywire calling for investigations, arrests and prosecutions, but along the way something comes up; be it “our people are being persecuted” or party politics, something always comes up. In the end everything dies down and we are back to normal. Nothing changes

All these ‘hundreds of millions’ and ‘tens of billions’ of cash are nothing but abstract figures to a poor man. In a country where a huge proportion of the citizenry have never handled a thousand shillings, then hundreds of thousands, millions and billions remain just that: abstract figures that a majotity of the population cannot conceptualize. And for that reason, it’ll never elicit the sort of outrage here that it should.

Sad state of affairs. Even the staunchest sycophant of jubilee is embarrassed to say the list. Kuna county naskia a packet of milk costs for hundred bob. This thing will go burst sooner than later

This economic mess is a blessing in disguise. The middle class are the ones who have been hit the hardest. I hope now wameamuka and they will tell the folks in shaggs how to vote next time. But time will tell.

Or else, just so the magnitude of this plunder hits home with commensurate effect, we could find a way to match the zeros to the corresponding worth of what the populace holds dear…for instance kama gorogoro ni 100 bob na mtu ameiba 100 million, raia anaambiwa Mheshimiwa ameiba gorogoro 1 million yenye ingekulisha maisha yako yote…
Perhaps then the rage of the mwananchi

devolved corruption. Alai appears clueless o. how katina works. Auditor-gen writes report. For counties orezzo has no say it is the MCA with the most powers and senate. EACC that the orezzo has no control over also takes up case. What Alai is asking for subetextually is a a referendum to give orezzo executive powers to deal with corruption in counties lakini baba alisoma katiba na akasema inatosha
