A few things come to mind.
First, previous governments, as well as this government, have not invested in sports. Just the other day, Kenya lost the rights to host CHAN because of lack of quality stadiums. This is despite the government’s promise to build 5 international stadiums in Kenya, which never happened.
Second, because the previous governments and this government are not taking sports seriously, we are lacking well-equipped, government-sponsored sports academies to nurture talents. That shows because our players lack basics such as ball control skills and passing accuracy.
Third, our technical bench is in need of revamp. We should just accept that our coaches won’t make Kenya’s football better. We need a foreign coach complete with his technical bench.
Fourth, in the long-term we need a thriving sports industry. We need sponsors onboard since the government has no capacity to fully sponsor all the local teams as well as the national teams. May be the SportPesa deal was not so bad. Can we revisit?

How do you expect such a league to succeed?. You have multiple teams from Nairobi alone. Look at any advanced or advancing league in the world. One team per major city(or so). You get the result of the systems you put in place. Mwenda is mediocre. He came with nothing new to offer.

Yes. Kenya is very different. Nairobi itself is one city. Manchester, for example has several cities. Look at the purchasing power of Nairobi compared to those cities you mention. You are competing for very limited resources in Nairobi first in terms of viewership and purchasing(marketing power). Why not use devolved system to create markets(interest). Also dont forget to look at the history of those teams that you mention.
