civilians have to understand county government is responsible for a lot of underdevelopment.Constitution has changed and the county president is mile away. Once this is in their mind will they have a major reason to throw stones at national government when things like funds are with held. Within 2 years counties have doubled its workforce putting extra strain into their budget. Its not health workers who have several salary delays but friends and relatives of governors.

That’s why he was being grilled yesterday by a Senate committee. He was given a week to come back with detailed answers as to how it happened.
