Former UN Secretary-General Kofi Annan has revealed that one of his greatest regrets was the fact he was not able to prevent the 1994 Genocide against the Tutsi in Rwanda, in which more than a million people were killed.
Mr. Annan, who was then the Head of the UN Department for Peace keeping, however, explained why the body had some difficulties in stopping the killings.
The former UN Secretary General, who was speaking on the BBC’s OUTLOOK programme, said “We knew we will not get the mandate to do a more assertive action in Rwanda which would also imply additional resources – men and women” however there was just about 600 troops available for his office to work with.
Annan described the situation as “very frustrating and we withdrew some of those who were on the ground because the governments didn’t want to take the risk”.
“And it is frustrating because of as Head of Peace keeping or even as Secretary General, you are as strong as the member states. If they don’t give me the troops and the resources, there is nothing much you can do,” Annan told host of the programme Matthew Bannister.
Kofi Annan, who felt sorry over the situation, recalled making a statement that “if genocide cannot make us move, then what could move us?” in expressing disgust at the low level of commitment member states showed to the Rwandan situation which eventually resulted in the killings.
I asked @FieldMarshal CouchP the mandate of U.N and he decided to ignore me , amissom wanagongwa coz they are not allowed to wedge war same as U.N peacekeepers rather than to provide humanitarian aid .
Why are you explaining posthumously for Annan when he was perfectly comfortable in his complacency? He allowed himself to be used in the typical house negro fashion.
@Nattydread you honestly believe Annan had the power to change the course of events in Rwanda, esp with France already on the ground aiding Hutus and manipulating debate in the UNSC? Am not defending Annan…I have clearly stated elsewhere that he had flaws…what am saying here is that Africans should never think that the UN or any other multilateral organisation kama IMF were created to help us. Those organisations have owners and are tools for the West to control us. The Africans you see there kama Annan are mere puppets…they can’t effect any policy…They can only do what Russia, China, US, France or Britain asks them to…so I agree with you…him and other African sons and daughters working for such organisations have allowed themselves to be used…welcome to international politics sir.

You have no idea how powerful propaganda is. The reason you believe Assad carried out chemical attacks against Syrian civilians even when there’s no logical reason for him to do this, is because of propaganda. And you cheer when your America sends missiles to Syria, because in your mind you believe he’s being punished for a terrible crime. Propaganda appeals to emotion rather than logic. If the French, British and Americans want Libya’s oil, they won’t just move in and take it. They’ll look for some differences between clans and exploit them through propaganda to the point of manufacturing a “revolution”. Just because a Libyan is shooting another Libyan dead doesn’t change the fact that the “right” conditions were created by western powers. Just because a Sunni is blowing up a Shiite doesn’t absolve America of the blame for illegally invading Iraq and creating the “right” conditions for such carnage. During the election period you’d post some statements here that other talkers called tribal, na ati uko America. If you can be manipulated into doing such from thousands of miles, what do you expect of someone who’s on the ground? Why wouldn’t that person be manipulated into killing a person from a different tribe?

Remember that Koffi Annan was head of peace keeping operations in 1993-1994. He also received direct information of an impending attack. They also gave him information as to where the arms were being stockpiled. Together with all other info that we don’t know. He chose to do nothing.
