In the 60s and 70s, NASA’s budget was just as large as the overall US military budget at the time, at about 4% of the US budget. Today, it’s barely a fraction of 1%. So there is a money aspect.
Of course the technology is better today, especially on the digital aspect. But rocket science remains more or less the same. Sending people up there takes more than just firing up rockets. You have to send them beyond earth orbit(lots of fuel and weight). You have to keep them alive(fuel and weight and redundancies). You have to return them to earth(more fuel and weight).
