it is folly to think that all societies of the world can be made to conform to one yardstick. countries that have come from civil war in the last fifty years should be allowed to evolve at their own pace…they will change when ripe…

That system works like that, as long as people keep voting in that party, and that party doesn’t feel the need to change its leader, you will have the Chancellor/premier for years. It’s even better than the presidential system because a guy can be sacked mid term if the party feels he is in popular and might lead them to a loss in the next election
